MIDI is a language by which musical instruments communicate with each other. A device that can send MIDI messages (e.g. "play a DO with velocity 43 NOW") is a MIDI-controller.
The usual form for a MIDI-controller is a keyboard with some additional knobs/sliders on it, with which Reason devices can be controlled. But in principle, any device that can send MIDI signals can serve as MIDI-controller.
